Dear Fellow Floridian,
Like many of you, Ann and I have spent the last week still in shock at the loss of our good friend and fellow patriot, Charlie Kirk.

This is a devastating loss for his wife, Erika, and their two precious kids, and the millions, including myself, who felt the impact of Charlie’s work and were inspired by his devotion to God and his beliefs. Charlie was a good man – a devout husband, father, and friend – whose life was shaped by his faith and the idea that in America, debate and discussion are crucial to the betterment of our country. 

Charlie dedicated his life to the idea that the power of our ideas can not only win the day, but start a movement. That’s exactly what he did.

Charlie was taken from us in a disgusting act of political violence on September 10, 2025, but his legacy lives on. He inspired us. He inspired me every time I spoke to him. And now, each of us has the opportunity to carry on his memory by believing in the power of our ideas, discussion, and the values of our nation. 

This week, I had the opportunity to lead and unanimously pass in the Senate my resolution with Congressman Jimmy Patronis to designate October 14, 2025 – Charlie’s birthday – as “National Day of Remembrance for Charlie Kirk” to honor his life as we continue to pray for his family and our great nation.

Sen. Rick Scott’s Federal Disaster Tax Relief Act to Support Victims of Natural Disasters Gains Bipartisan Support
Senator Rick Scott announced new bipartisan, bicameral support for his Federal Disaster Tax Relief Act of 2025 with Senator Adam Schiff co-leading in the Senate. This effort is led by Congressman Greg Steube in the House of Representatives, co-led by Congressman Mike Thompson. The bill would allow for tax relief for victims of federally declared disasters through the end of 2026, including hurricanes and wildfires. The bill also extends victims’ ability to make tax deductible payments from wildfire settlements, which often happen many years after a disaster, through the end of 2030.
Senator Rick Scott said, “It is great to have bipartisan support on our common-sense legislation to provide tax relief to victims of natural disasters – this effort sends an important message to families that their federal government is here to support them after disaster strikes. We have seen the absolute heartbreak families experience after any natural disaster – whether that’s hurricanes, wildfires, or massive flooding – as they’ve lost everything and are working hard to get back on their feet. Our bill extends this relief through the end of 2026 to ensure relief is available for any victims, and expands support for the victims of wildfires like the California fires in January that took innocent lives and caused massive damage that families are still working to recover from. This legislation is an important step to ensure that when disaster strikes, Washington stands with survivors, not against them.”

Chairman Rick Scott: U.S. Overdependence on Foreign-Manufactured Generic Drugs Threatens Lives of America’s Seniors & National Security
Chairman Rick Scott of the U.S. Senate Special Committee on Aging held a committee hearing titled “Prescription for Trouble: Drug Safety, Supply Chains, and the Risk to Aging Americans.” The hearing focused on the growing concerns surrounding the quality and safety of foreign-manufactured generic drugs, and how overdependence on foreign pharmaceutical production, especially from Communist China and India, has created vulnerabilities in America’s drug supply chain and jeopardizes both national security and public health. The committee raised particular concern over the disproportionate impact that substandard generics have on older Americans, who rely heavily on these medications.

Sens. Rick Scott, Blackburn, and Moreno Write to Treasury & SEC Calling for Immediate Delisting of Communist China’s Hesai
Senators Rick Scott, Marsha Blackburn, and Bernie Moreno sent a letter to Securities and Exchange Committee (SEC) Chairman Paul Atkins and Treasury Department Secretary Scott Bessent urging them to take immediate action to delist Hesai from the NASDAQ stock exchange as the company has been determined to support the Chinese military (1260H list), which poses a national security threat. By taking steps to delist Hesai, Chairman Atkins and Secretary Bessent would be helping President Trump deliver on his promises to the American people by protecting American investors, ensuring American national security, and helping put America First.
The letter builds on several significant pieces of legislation introduced by Senator Scott aimed at protecting American investors and the American way of life from Communist China. In April, Senator Scott introduced a package of bills intended to hold Communist China accountable and combat its exploitation of American families and their hard-earned money. That month, in his role as chairman of the Senate Special Committee on Aging, he also hosted a hearing looking at how American retirees and investors were put at risk by allowing companies like Hesai to be traded on American markets.

Senator Rick Scott announced a resolution honoring the legacy of Charlie Kirk by designating October 14, 2025 as a National Day of Remembrance for Charlie Kirk. Congressman Jimmy Patronis is leading the companion resolution in the House of Representatives.
Senator Rick Scott said, “Charlie was a magnetic leader, a loving father and husband, and a friend and inspiration to so many. His loss is devastating, and I’ll always cherish the friendship I had with him. Charlie loved our nation and its founding principles and believed deeply in his faith, in his family, and in beauty of ideas and discussion. He lived with purpose and conviction, never shying away from hard truths and hard conversations, and always believing that the strength of our ideas and our faith could bring people together. Charlie worked to make our nation a better place in his 31 years before he was lost in an evil act of political violence, and will leave a lasting legacy on our nation. We know what Charlie would want us to do: he’d want us to stand strong by the ideas we believe in, have discussions, carry on with hope, strength and courage, and look to God for guidance. I am proud to lead a resolution honoring Charlie’s legacy as an American patriot by designating October 14th, what would have been his 32nd birthday, as National Day of Remembrance for Charlie Kirk – a day to come together, pray, and celebrate Charlie’s impact on the nation.”

Sen. Rick Scott, Chair Ron Johnson Request Records from LAFD for Congressional Investigation into Pacific Palisades Wildfire
Senator Rick Scott and Senator Ron Johnson, chairman of the Homeland Security and Governmental Affairs Committee (HSGAC) Permanent Subcommittee on Investigations (PSI), sent letters to former Los Angeles Fire Department (LAFD) Fire Chief Kristin Crowley and interim Fire Chief Ronnie Villanueva requesting records and information related to LAFD’s preparedness and response to the Pacific Palisades wildfires in January 2025. This comes as part of a congressional investigation launched by the senators last week into the deadly Palisades Fire that devastated the Pacific Palisades community in Los Angeles, resulting in billions of dollars in property damage and the tragic loss of life.

Sen. Rick Scott Leads 50 Senate Colleagues in Bipartisan Letter Encouraging U.K. Prime Minister Starmer to Work with President Trump to Free Jimmy Lai
As President Trump kicks off his second state visit to the United Kingdom (U.K.), Senator Rick Scott led 50 bipartisan colleagues in a letter to United Kingdom Prime Minister Keir Starmer asking that he work closely with President Trump and the U.S. government to free pro-democracy leader and U.K. citizen Jimmy Lai, who is unjustly imprisoned by the Communist Chinese regime. The Senators ask that the U.K. explore all possible avenues and use every tool at its disposal to help secure Mr. Lai's freedom as he experiences deteriorating health conditions after five years of imprisonment.

Sen. Rick Scott Introduces FRAME Act to Enact Congressional Oversight of the Federal Reserve’s Reckless Expenditures
Senator Rick Scott continued his work to fix the Federal Reserve (Fed) with new legislation, the Federal Reserve Accountability for Major Expenditures (FRAME) Act, to rein in unchecked spending by the Federal Reserve, such as the Fed’s recent $3 billion dollar building renovations. The bill would allow Congress the ability to review and deny any Fed capital expenditures exceeding $100 million, ensuring federal dollars are not wasted or mismanaged by the Federal Reserve.
Senator Rick Scott said, “In recent years, Jay Powell has overseen a Federal Reserve with zero accountability to the American people – completely wasting their dollars, mismanaging policies that harm them, misallocating capital, overlooking failures and unethical conduct, and spending BILLIONS the Fed doesn’t even have on new luxury office building renovations. The era of a free-for-all at the Federal Reserve is over. I’ve been working on several pieces of legislation to rein in the Federal Reserve and refocus its priorities on the American people. My new bill, the FRAME Act, will give Congress the ability to review and deny any major capital expenditure exceeding $100 million at the Fed. If the Federal Reserve wants to spend federal dollars on fancy projects when those dollars could be better serving the American people, it should have to answer to Congress first. This bill is a great step in restoring transparency, enforcing accountability, and rebuilding the trust Americans have lost in our central bank.”

Chairman Rick Scott was joined by Ranking Member Kirsten Gillibrand in sending a bipartisan letter to Food and Drug Administration (FDA) Commissioner Martin Makary expressing urgent concerns regarding the FDA’s oversight of foreign drug manufacturing and importation and whether the drugs that are entering the U.S. market are safe and high-quality. This letter follows the committee’s hearing yesterday on America’s overreliance on foreign-manufactured generic drugs and the risks this poses to our seniors and national security.

Chairman Rick Scott Issues Statement Following HHS Report on Waste, Fraud, and Abuse in Medicare
Senator Rick Scott, chairman of the U.S. Senate Special Committee on Aging, released the below statement following the publication of the Department of Health and Human Services (HHS) Office of Inspector General (OIG) report on the waste, fraud, and abuse found in Medicare Part B payments for skin substitutes. This follows Senator Scott’s letter expressing concerns of fraud in these payments.
Chairman Rick Scott said, “The latest report from the HHS-OIG raises serious alarms about the skyrocketing costs and potential fraud associated with skin substitute payments under Medicare Part B. These payments have soared over the past two years, surging to over $10 billion annually, fueled by questionable billing practices and a lack of adequate oversight and transparency to the American public. This shows an unsustainable trend that may be occurring in other payments, and if left unchecked, could harm the long-term stability of Medicare. I commend the Centers for Medicare and Medicaid Services and Administrator Mehmet Oz for proposing reforms aimed at cutting waste, fraud, and abuse while maintaining high-quality care. My recent letter to Administrator Oz underscores the urgency of this issue and seeks to support ongoing efforts to ensure taxpayer dollars are protected. It is essential that we remain vigilant and proactive in addressing these vulnerabilities – together, we must ensure seniors receive the care they need without opening the door to fraud and abuse.”
