Dear Fellow Floridian,
Families shouldn’t have to choose between protecting their homes and saving for their future. As Florida's United States Senator, I've been working on several pieces of legislation to ease the burden on families and make the dream of home ownership more attainable:
  • Homeowners Premium Tax Reduction Act: While property insurance is managed on the state level, the federal government has the opportunity to lower costs for families by establishing an above-the-line federal tax deduction for homeowners insurance premiums. My Homeowners Premium Tax Reduction Act is a great opportunity to directly ease this burden and give families more breathing room in their budgets.   • My NFIP Reform Package: The National Flood Insurance Program (NFIP) is broken and totally unfair to Florida, which pays far more into this program than we get out of it  To fix the broken NFIP, my legislative package includes three bills: thFlood Insurance Transparency Act, the Flood Insurance Consumer Choice Act, and the Removing Barriers to Private Flood Insurance Act. Read more HERE
  • The READY Act: The READY Act will provide homeowners with a triple tax benefit when saving for disaster preparedness and recovery, which is a huge help to families in the face of natural disasters and gives families an incentive to invest in proactive measures that can lower insurance costs and protect their property. Read more HERE
  • Flood Insurance Relief Act: This offers a practical way to directly ease the financial burden of flood insurance for families by allowing a tax deduction on their premiums, whether through the NFIP or the private market. Read more HERE
I’m proud of the steps we have taken, but we must do more to lower costs and help Floridians get the coverage they need without breaking their budgets. I won’t stop fighting to deliver commonsense policies for Florida families and protect the dream of homeownership for future generations.

Sen. Rick Scott Applauds Pres. Trump’s Bold Action, Works to Permanently Block CCP from Buying U.S. Land
Senator Rick Scott joined Senators Tom Cotton, Kevin Cramer, and Katie Britt in introducing the Not One More Inch or Acre Act to block the Chinese Communist Party (CCP) and its affiliates from purchasing any public or private real estate in the United States. This bill gives the president clear authority to halt all future CCP land acquisitions and, where national security is at risk, force the divestment of property already under CCP control.
Senator Rick Scott said, “Communist China has chosen to be our enemy and seeks to destroy us and our way of life every chance they get. It’s alarming that CCP-linked entities have been quietly buying up U.S. farmland, often strategically located close to our military bases. That’s not a coincidence. It’s a threat to our national security.
After years of the Biden administration ignoring this growing danger, I’m glad to see President Trump, Secretary of DHS Noem, Secretary of Defense Hegseth, Secretary of Agriculture Rollins, and the entire administration taking bold action to stop it. I’m proud to stand with President Trump and my colleagues to build on these efforts in Congress with the Not One More Inch or Acre Act to permanently block the CCP from acquiring another inch of American soil.”

Sen. Rick Scott, Rep. Greg Steube Lead Bill to Designate Myakka River as National Wild and Scenic River
Senator Rick Scott introduced the Myakka Wild and Scenic River Act to designate the Sarasota County portion of the Myakka River as a component of the National Wild and Scenic Rivers System to preserve the river’s free-flowing condition and ecological value and build on Florida’s decades-long efforts to protect this unique waterway.
Senator Rick Scott said, “Florida’s natural beauty is one of our greatest blessings, and the Myakka River is a shining example. This bill honors the strong local, state, and community support for protecting the river’s pristine waters, rich ecosystems, and recreational values, while ensuring future generations have the opportunity to experience Myakka as it is today.”

Sen. Rick Scott Thanks President Trump and Secretary Lutnick for Standing with Florida Growers by Terminating 2019 Tomato Suspension Agreement
Senator Rick Scott thanked the Department of Commerce for officially withdrawing from and terminating the 2019 Tomato Suspension Agreement, a move he has long championed as a critical step toward restoring fairness for Florida's growers. 
This announcement comes after Senator Scott’s recent letter to and call with Secretary of Commerce Howard Lutnick, where he outlined the ways this agreement failed growers and allowed Mexico’s tomato exports to flood the domestic market. At Senator Scott’s urging, the Trump administration was quick to protect American businesses and producers from unfair foreign trade practices, and in April, Senator Scott applauded the administration’s initial decision to terminate the agreement after he spent years asking the Biden administration to fix it.  
Senator Rick Scott said, “For too long, Joe Biden allowed our markets to be flooded with artificially cheap, Mexican tomatoes grown with child and forced labor, making it hard for our producers to keep up. This is an incredible win for America's growers and producers. I've fought hard to get this done, and after years of the Biden administration refusing to take action and protect our growers and producers, President Trump and Secretary Lutnick are putting Americans first and standing up for Florida’s agriculture industry.”

Sen. Rick Scott Introduces Bill to Crack Down on Adversarial Intelligence-Gathering Operations Within the United States
Senator Rick Scott announced the introduction of legislation designed to strengthen America’s national security by directly countering the growing threats posed by Communist China and other authoritarian regimes. The bill would amend current U.S. immigration law to add new grounds of inadmissibility and deportability for foreign nationals whose home countries require them, by law, to provide access to, cooperate with, or support foreign intelligence services. This provision specifically targets regimes like the Chinese Communist Party (CCP), which enforces strict national intelligence laws on its citizens to force them to engage in espionage on behalf of their home nation. By closing this dangerous loophole, the legislation will block individuals with ties to hostile nations from entering or remaining in the United States.
Senator Scott has led several legislative efforts to hold Communist China accountable for its many crimes while protecting America’s national security interests, including his Drones for America ActNo Adversarial AI ActPrying into Chinese Tyrants’ Unreported Riches, Earnings, and Secrets (PICTURES) ActMilitary Installation Retail Security ActNo Safe Harbor for the Enemy Act, and legislative package to crack down on Communist China’s exploitation of U.S. markets, along with a recent letter to David Perdue, the U.S. Ambassador to China listing out several of his top priorities.
Senator Rick Scott said, “Communist China is not just our competitor, they are our enemy, and we cannot afford to be naïve about the regime’s intentions when our national security is at risk. The Chinese Communist Party is actively waging war with campaigns of espionage, theft, and influence operations against the United States in an effort to destroy our way of life at any cost. The regime forces, by law, every single citizen and every single business to act as agents that can be called to report to and spy on behalf of General Secretary Xi. That means any Chinese citizen on U.S. soil is compelled to spy on us. America must protect its citizens, and when the CCP’s laws demand total loyalty to the state, we have no choice but to put our security first. My bill draws a hard line: if you're legally bound to serve a hostile adversarial regime that requires its citizens to spy on America, you will never be setting foot on American soil.”

Sen. Rick Scott Thanks President Trump and CMS Administrator Dr. Oz for Protecting Health Care for Vulnerable Americans; Encourages Admin to Stop Blue-State Abuse
Senator Rick Scott sent a letter to Dr. Mehmet Oz, administrator of the Centers for Medicare and Medicaid Services (CMS), thanking him and President Trump for their continued commitment to protecting critical health care programs for vulnerable Americans. In the letter, Senator Scott shared his personal experience growing up before Medicaid existed, recalling how his family struggled to find care for his younger brother who suffered from a serious bone disease. Senator Scott warned that without strong oversight and enforcement of recent reforms passed in the One Big Beautiful Bill, Medicaid will continue to remain vulnerable to abuse by blue-state governments who are using the program to fund political pet projects rather than serving those who truly need help throughout our communities. Senator Scott outlines specific steps to ensure transparency and accountability so we know Medicaid funds are being directed toward those the program was intended to support - needy children, the elderly, pregnant women, and those who are chronically ill, and Senator Scott is dedicated to ensuring they receive it.

Chairmen Rick Scott, John Moolenaar Call on SEC, PCAOB to Brief Congress on CCP Influence Over U.S. Exchanges
Chairman Rick Scott of the U.S. Senate Special Committee on Aging and Chairman John Moolenaar of the U.S. House Select Committee on the Chinese Communist Party (CCP) sent two letters: one to Paul Atkins, chairman of the U.S. Securities and Exchange Commission (SEC), and a second to Erica Williams, chairwoman of the Public Company Accounting Oversight Board (PCAOB), requesting a briefing on the United States’ audit oversight of firms linked to Communist China. The letters raise concerns that current agreements between the PCAOB and the China Securities Regulatory Commission may allow the CCP to interfere with critical financial information, potentially undermining the protections afforded to American investors under the Holding Foreign Companies Accountable Act (HFCAA). Chairmen Scott and Moolenaar are seeking clarity on whether the SEC and PCAOB are adequately enforcing HFCAA, particularly in light of continued CCP influence over Chinese companies listed on U.S. exchanges.
This follows an April 2025 joint hearing between the U.S. Senate Special Committee on Aging and the U.S. House Select Committee on the CCP to expose the significant threats posed by Communist China to American investments where Chairman Scott urged Americans to take immediate and decisive action to protect themselves from the risk of CCP-linked investments.

Sens. Rick Scott, Ashley Moody Introduce Bill to Provide Tax Relief for Skyrocketing Flood Insurance Costs
Senators Rick Scott and Ashley Moody reintroduced the Flood Insurance Relief Act to provide tax relief for Americans with a non-refundable tax deduction on flood insurance premiums paid through the National Flood Insurance Program (NFIP) or through private insurers. This bill will help ease the financial burden of rising flood insurance costs for hardworking Americans in Florida and across the nation. Congressman Byron Donalds is leading the companion legislation in the House of Representatives.
Senator Rick Scott said, “Floridians know well that flood insurance can be a crucial but costly asset, and it is unacceptable that many are left struggling to find flood insurance coverage they can afford. Families shouldn’t have to choose between protecting their homes and putting food on the table. I’ve been working on several bills to fix the broken NFIP system and encourage private-sector participation to allow for a more robust, affordable flood insurance market, but we must do more to help families ASAP. Sen. Rick Scott, Rep. Troy Nehls Thank Pres. Trump, NIH Dir. Bhattacharya for Promoting Accountability; Urge Immediate Ban on American Taxpayer-Funded Foreign Animal Testing
Senator Rick Scott and Congressman Troy Nehls sent a letter to Dr. Jay Bhattacharya, director of the National Institutes of Health (NIH), thanking him and President Trump for their leadership in restoring transparency, accountability, and responsibility at the NIH. In the letter, the members thanked President Trump and Dr. Bhattacharya for their work, and raised serious concerns about the continued use of American taxpayer dollars to fund unethical and inadequately regulated animal experiments outside the United States. From 2011 to 2021, the NIH awarded more than $2.2 billion in grants for research in 45 countries, supporting harmful and abusive animal experiments, including infecting bats with deadly diseases, genetically deforming cats, and force-feeding mice human feces. Senator Scott called on Dr. Bhattacharya to take immediate action to institute a ban on all NIH funding for animal experiments conducted overseas as he works alongside President Trump and his administration to ensure taxpayer dollars are no longer used to support inhumane and unaccountable research abroad.
This follows Senator Scott’s and Congressman Nehls’ Cease Animal Research Grants Overseas (CARGO) Act which would permanently end NIH funding for foreign laboratories conducting experiments on animals.

Sens. Rick Scott, Rand Paul Lead Effort to Audit the Fed Amid Powell’s Failures
Senator Rick Scott joined Senator Rand Paul to introduce the Federal Reserve Transparency Actwhich requires a full audit of the Federal Reserve System’s Board of Governors and the regional Federal Reserve banks. Senator Scott has repeatedly criticized the Fed under the leadership of Chairman Jay Powell for its continued failures to control inflation, its unchecked expansion of the balance sheet, and a severe lack of accountability to the American people. The Senator has argued that Jay Powell’s mismanagement of the Fed has contributed to soaring interest rates and rising costs for American families and businesses. This legislation seeks to shine a long-overdue spotlight on the central bank’s operations and demands transparency as to how it handles trillions of dollars in taxpayer-backed liabilities.
Senator Rick Scott said, “If the goal were to lose trillions of dollars and get mired in scandals, Jay Powell would be the gold standard – but that’s not the goal. Powell has been a total disaster at the Federal Reserve, accruing over a trillion dollars in losses and mismanaging the central bank at the expense of American families. Now, he's blowing $2.5 billion on a luxury renovation at the Fed’s headquarters - that’s more than an NFL stadium or a brand-new skyscraper! American taxpayers deserve answers and accountability, which is why I’ve already introduced bipartisan legislation to require an independent, Senate-confirmed Inspector General at the Fed, and am proud to be leading this effort to deliver a full audit of the Fed’s books.
