Sen. Rick Scott Fights to Hold Communist China Accountable & Protect Freedom and Democracy

Dear Fellow Floridian,
President Trump is fighting every day to put America first, stand up to Communist China, and keep our country safe, free, and prosperous. As your United States Senator, I am proud to work alongside President Trump to confront the Communist Chinese regime and counter the growing threat it poses to our way of life.

Under Communist dictator Xi Jinping, China is waging a coordinated effort to weaken the United States across the board. They spy on American citizens, flood our communities with deadly fentanyl, manipulate global markets, steal American technology and jobs, infiltrate critical supply chains, and rapidly expand their military with the goal of challenging and defeating America on the world stage. This regime is built on censorship, genocide, slave labor, and corruption, and it will stop at nothing to undermine the freedoms, values, and economic strength that make our nation great. 

If America fails to confront this threat head-on, our kids and grandkids will inherit a country that is weaker, more dependent, and less free. 
That’s why, I have introduced several critical pieces of legislation aimed at holding Communist China accountable and protecting our national security, including thethe Shot Clock Act, Blocking CCP Spy Tech Act of 2026, Strengthening Cyber Resilience Against State-Sponsored Threats Act, and the Tibet Atrocities Determination Act

Sen. Rick Scott Introduces Bill to Sanction CCP-Aligned Officials

Senator Rick Scott announced the introduction of the CCP Sanctions Shot Clock Act, which establishes a one-year “shot clock” to bar sanctioned Chinese Communist Party (CCP) officials from doing business on U.S. exchanges after being identified as a potential threat. 

The legislation requires the Secretary of the Treasury to add identified People’s Republic of China (PRC) persons to the Non-SDN Chinese Military-Industrial Complex Companies (NS-CMIC) List within one year of their identification.

Senator Rick Scott said, “No one working on behalf of the CCP’s military interests should be doing business in this country, full stop. Communist China is our enemy and we need to wake up and start acting like it. Once someone is identified as a threat to our security and our way of life, we shouldn’t wait around to hit them with sanctions. That’s what this legislation fixes, and that’s I am glad to be partnering with Rep. Stefanik on this effort to hold Communist China accountable.”

Sen. Rick Scott Introduces Bill to Restrict CCP-Aligned Companies’ Access to American Markets

Senator Rick Scott introduced the Blocking CCP Spy Tech Act of 2026, legislation compelling national security officials to make a determination of whether the Chinese Communist Party’s (CCP) tech companies threaten our national security.
The “Six Little Dragons” are a group of rising tech firms from Hangzhou, China. These include DeepSeek, Game Science, Unitree Robotics, DEEP Robotics, BrainCo, and Manycore Tech, and they are seen as the forefront of Communist China’s push into AI, robotics, and digital industries.
For example, recent reporting shows that China-based Unitree Robotics integrated an undocumented remote access tunnel called “CloudSail” into its robotics platforms, which would connect Unitree products to their servers based in Communist China. BrainCo, another of the six, reportedly maintains and collects data on brainwave activity and were able to use their headsets on American schoolchildren at a Boston school in 2019. BrainCo has also reportedly integrated its technology into Unitree Robotics' humanoid robots and cooperated with several of China’s “Seven Sons of National Defense”, universities formally identified by the U.S. as closely tied to China’s defense industry.
Specifically, this bill would give the federal government one year to investigate and determine whether equipment or services from these companies pose a threat to our national security or way of life. If so, the product or services in question would be placed on the Federal Communications Commission’s (FCC) “Covered List” — which keeps track of dangerous communications equipment and services.

Senator Rick Scott said, “Communist China is not our friend. They have chosen to be our enemies and want to destroy us. That’s why it’s imperative that we ensure that any company or entity connected with the People’s Liberation Army (PLA) and CCP are not given unfettered access to the U.S. economy. By prohibiting Communist Chinese companies from accessing American markets, U.S. manufacturing will get a fairer playing field to create family-sustaining jobs. We can’t let China steal from us without accountability, and this bill makes sure China can’t keep taking advantage of hardworking Americans.”

Sen. Rick Scott Introduces Bill to Strengthen American Cybersecurity Infrastructure

Senator Rick Scott introduced the Strengthening Cyber Resilience Against State-Sponsored Threats Act. This legislation would create a joint interagency task force led by the Cybersecurity and Infrastructure Security Agency (CISA) with the goal of better detecting, analyzing, and responding to Chinese state-sponsored cyber actors — including the Chinese Communist Party’s (CCP) hacker-arm, Volt Typhoon. This bill was led in the U.S. House of Representatives by U.S. Rep. Andy Ogles (R-Tenn.) and passed the House overwhelmingly with a vote of 402-8 on November 17, 2025.
Communist China is constantly prodding U.S. security, looking for a way to undermine the American economy and disrupt our lives. In February 2024, U.S. government agencies revealed that Volt Typhoon had been burrowed into the IT environments of key critical infrastructure sectors like energy, water and wastewater systems, transportation systems, and communications for years.

Senator Rick Scott said, “As the world’s leading digital economy, America has the most to lose in a cyberattack. If we don’t secure our digital infrastructure, hackers could cut power to your house, empty your bank account, or disable life support for a loved one in the hospital. Americans shouldn’t worry about a cyber threat from the CCP, which is why I’m proud to be introducing this legislation with Rep. Ogles. The House has done its job in passing this bill, now we need the Senate to do ours.”

Sen. Rick Scott Introduces Tibet Atrocities Determination Act

Senator Rick Scott and Senator Jeff Merkley introduced the Tibet Atrocities Determination Act. April 29th is observed by the Tibetan Youth Congress as Martyr’s Day to commemorate and honor the lives of Tibetans who have sacrificed their lives for the freedom of Tibet. This legislation requires the Secretary of State make a formal determination on whether China is committing a genocide or crimes of humanity against the Tibetan people.

Senator Rick Scott said, "Communist China is committing genocide in Tibet. There is no way around it. The regime in Beijing has engaged in systematic killings, torture, forced sterilization, forced displacement, government sanctioned kidnapping, and a myriad of other crimes against humanity in its oppression of the Tibetan people. This is par for the course for an evil regime that is simultaneously waging a genocide against the Uyghurs, suppressing Christianity, and locking up political prisoners like my friend Jimmy Lai. The bloodshed needs to end, and China needs to be held accountable for all of it. I am glad to be partnering with Sen. Merkley on this effort to hold the Chinese government accountable.”
