District 4 Newsletter, April 16, 2026
Dear Friends,


On Friday April 17th, we will be celebrating the perpetual preservation of 1,700 acres of Bar-B Ranch, at 9:00 AM at Timer Powers Park in Indiantown. Everyone is welcome.


Florida Forever and Martin County partnered in 2025 to purchase the conservation easement on the property. This land is a remarkable mosaic of natural habitats, containing healthy uplands and wetlands.


Martin County's Everglades Restoration component is called Indian River Lagoon South (IRL South). IRL South has a natural lands requirement. The Bar-B Ranch lies in the heart of IRL South's natural lands, just east of Allapattah Ranch and C-44 reservoir and stormwater treatment area. Conserving these critical properties in its watershed will forever aid in the restoration of the St. Lucie Estuary, storing and cleaning water before entering the estuaries.

BOARD SUMMARY FROM 3/10/2026
PHQJ-1 was a public hearing to request approval of a commercial planned unit development (CPUD) and revised master site plan and final site plan.


The proposal would complete the allowable development of the Roscommons Square CPUD. The CPUD consists of 25.6 acres roughly on the northwest corner of the intersection of Bridge Road and US 1, anchored by the Publix supermarket. The original CPUD was approved in 1989.


The CPUD request was to accommodate a two story 99,000 922 square foot residential storage facility. Commissioner Capps discovered that the approved CPUD limited the remaining square footage available to 50,000 square feet, which would make this proposal non-compliant.


The board voted unanimously to continue this agenda item to our April 7th meeting.


DEPT-3 was a discussion at the 2026 priorities at of the board of county commissioners.


District 1 - Commissioner Eileen Vargas


1. The County is strategically advancing redevelopment planning for the Ricou Terrace property, working with qualified consultants to evaluate opportunities and innovative approaches for the site. Our focus is to secure the highest and best use that provides clear public benefit, strengthens surrounding commercial activity, and delivers long-term value to Martin County residents.


2. Advocate for state and federal funding that will ensure that local tax dollars are leveraged on state and federal priorities that align with the Martin County Forever program.


3. Advocate for federal funding for the construction of the St. Lucie Inlet Operation and Maintenance, continuing progress on the South Jetty Reconstruction, and Hutchinson Island Shore Protection Project. 


4. Support State and Federal funding for grants that will support completion of Martin County’s septic-to-sewer projects and stormwater retrofits.


5. Support increased state and federal funding for CERP and expedited construction of projects that benefit the St. Lucie River and Estuary, particularly encouraging the Army Corps of Engineers to expedite planning and design of the St. Lucie River Muck Removal Project.


District 2 – Commissioner Stacey Hetherington


1. Fiscal Responsibility: Reduce or maintain current property tax rates and user fees for public recreation facilities to ensure affordability for residents.


2. St. Lucie Boulevard Pedestrian Safety Enhancements: a) implement traffic calming measures along the St. Lucie Boulevard corridor. Enhance crosswalk visibility and install additional safety features. b) Complete crosswalk realignment at Sandsprit Park to improve pedestrian safety.


3. Coral Gardens Neighborhood Septic-to-Sewer and Drainage Improvements: a) complete additional drainage improvements, b) ensure timely completion of the sewer project, followed by neighborhood restoration and roadway resurfacing.


4. Rail Corridor Quiet Zones: implement Quiet Zones throughout the rail corridor to improve quality of life by reducing train horn noise while maintaining safety standards. 


District 3 – Commissioner J. Blake Capps


1. Improving water quality by purchasing conservation lands and converting from septic to sewer. 


2. Dixie Highway streetscape project in Hobe Sound. 


3. New pavilion, fire rescue, and bathroom building at Hobe Sound Beach. 


4. 714/710 road re-alignment in Indiantown. 


5. New bridge on County Line Road. 




District 4 - Commissioner Sarah Heard


1. Stop overdevelopment in Martin County.


2. Acquisition of the natural lands component for completion of Indian River Lagoon South.


3. Port Salerno CRA.


4. Cease gunfire and illegal activity in Pal Mar.


5. Identify spoil sites for placement of 9 million cubic yards of muck dredged from the St. Lucie Estuary and Indian River Lagoon as authorized in IRL South Advance dredging contracts.




District 5 - Commissioner Edward V. Ciampi 


1. Expedite “Septic to Sewer” conversion and water projects in Palm City. 


2. Continue Palm City Farms drainage construction projects. 


3. Construct and open a dog park at Justin Wilson Park. 


4. Correct the Citrus Grove Elementary School Zone crosswalk issue. 


5. Construct an indoor athletic facility as a P3 project. 


DEPT-4 was an agenda item to approve a facility use agreement for exclusive single occupancy restroom between Martin County and the Port Salerno Commercial Fishing Dock Authority. Martin County and Florida Department of Environmental Protection funded the construction of the mooring field in the Manatee Pocket, to provide safe anchorage for transiting sailors and to eliminate chronic derelict vessels in the Manatee Pocket. We also constructed and upland facility containing 3 restrooms, showers, and laundry facilities for the exclusive use of the mooring field customers.


Since 2002 the Pt. Salerno Commercial Fishing Dock Authority has had exclusive use of the submerged land in the Manatee Pocket which contains 45 boat slips and the upland to Park Drive from George's Way to Pirate's Cove.


This facility use agreement proposed that the 4th restroom in the mooring field upland facility be used only and exclusively by the Dock Authority members, contractors, and vendors, lesees and sub lesees.


Commissioner Capps, Ciampi, Hetherington and Vargas voted to approve. Heard opposed.


DEPT-5 was an item to approve the acquisition of 94 parcels totaling 32 acres in Poinciana Gardens, using funding from the half cent conservation tax. These are environmentally sensitive lands just east of the Atlantic Ridge Preserve South at Sea Branch Blvd. and West of US 1. These are platted lots that are not suitable for development. Total funding is $3,028,000.


The board voted unanimously to approve.
DEPT-7 was an item to approve the acquisition of a 315 acre parcel located between Pratt Whitney Road and SW Trailside Path for environmental purposes, using funding from the Conservation Half Cent Sales Tax.


Total funding for the parcel is $3.4 million.

BOARD SUMMARY FROM 3/24/26
PHQJ-1 was a public hearing to consider a request to approve a major final site plan for the Extra Space Storage project.


This project is two story 63,114 1000 square foot self-storage facility on 2.51 acres, currently utilized for outdoor storage. The property is located just west of the Cedar Point Plaza at 1900 NW Federal Highway in Stuart.


This facility is in addition to the existing one and two-story facility.


The Board voted unanimously to approve.
DEPT-6 was a Fire Rescue update on the Martin County/City of Stuart interlocal agreement (ILA) that promotes cooperative coordination between the two departments. This ILA ensures that public safety is prioritized, regardless of location. It guarantees that if a department is unable to respond to an emergency, the other department responds.


Cleveland Clinic no longer has Labor and Delivery (L&D) services in Martin County. Their only L&D services are in Tradition Hospital in Pt. St. Lucie.


Martin County described 4 L&D operational issues that have occurred in the past year. In each case, Stuart Fire Rescue responded to emergency phone calls in their service areas from late term pregnant women. In each case, delivery was imminent.


Emergency room doctors are capable of successfully delivering babies, if the deliveries are routine. None of these was routine. In each case, Martin County Fire Rescue transported the patients from the Cleveland Clinic emergency rooms to Tradition's well equipped L&D departments.


These delays and additional transports endanger the mother and child's safety.


The Board voted unanimously to allow the Martin County and City of Stuart Fire Rescue departments to negotiate an ILA to best protect the safety and security while transporting pregnant emergency calls.
Board Summary from 4/7/2026
PHQJ-1 was a public hearing to request approval to the Island Crossing CPUD agreement.


This was a continuation of PHQJ-1 from March 10th 2026.


Capps, Heard, Hetherington and Vargas voted to deny. Ciampi opposed.


DPQJ-1 was a request for approval of a PUD final site plan for the Storage Rentals of America project.


This project is a three story 97,500 square foot self-storage facility on an undeveloped 2.5 acre parcel in the East Ridge Estate PUD, located at the southwest corner of SE Dixie Highway and SE Osprey Street in Hobe Sound.


The Board voted unanimously to approve.


DEPT-3 was a presentation of Martin County Fire Rescue lithium battery awareness.
As these batteries become more common in everyday household products, the potential hazards associated with improper use, charging, storage or disposal have also increased.

DEPT-4 was a request to amend the deed of conservation easement for Newfield open space.


On March 5, 2024 the Board accepted and approved 3 conservation easements in Newfield. This proposal amends those easements to subtract 21.99 acres and add 33.35 acres. The proposed replacement acres are of higher habitat quality.


The Board voted unanimously to approve.


DEPT-5 was an agenda item to approve the acquisition of two parcels in Hobe Sound totaling 3.29 acres, using our Conservation half cent sales tax.


The Rogers Atlantic Ridge property is the eastern-most property within the Loxa-Lucie acquisition zone. The parcels are primarily undisturbed wetlands and flatwood.


Acquisition funding totals $210,000.


The Board voted unanimously to approve.


DEPT 6 was an acceptance of the donation of a 1.28 acre parcel along SE Dixie Highway adjacent to the County owned Hobe Sound Scrub Preserve for conservation and perpetual preservation.


Saving the best for last...


Ms. Louise C. Yieser approached Martin County staff with a proposal to find environmentally important lands to acquire and donate to Martin County for perpetual preservation.


This parcel is the first Ms. Yieser has acquired for donation.


This parcel is adjacent to the Hope Sound Scrub Preserve (formally known as the Hamm property). The property had a proposed development application to develop 4-unit, two story townhouse. It also contains what may be a champion pine tree.


Ms. Yieser paid $1.7 million for the parcel.


The Board voted unanimously to accept the donation.

Join us for the Shoreline Protection Project ribbon cutting. This event will take place on April 27th at 1:00 pm at Bob Graham Beach.


The Federal Shore Protection Project included nourishment of the northern 4 miles of the beach including dune reconstruction and planting.
