Dear Fellow Floridians, 
After four long years of the Biden-Harris administration’s open border policies endangering our communities by allowing millions of illegal immigrants and dangerous drugs into our country, I’m glad to have President Donald Trump back in the White House and taking immediate action to secure our border and keep the nation safe. 

President Trump’s leadership is a game-changer for our country. As your U.S. Senator, I will do everything I can to work with the Trump Administration to continue making America safe again. 
Last week, I was proud to support the confirmation of President Trump’s Department of Homeland Secretary Kristi Noem, who is already making strides to enact the President’s America-first agenda. Along with President Trump’s moves to secure the border, I was glad to see him sign a bill I led with my colleagues, the Laken Riley Act, into law. This good bill mandates illegal aliens who commit theft, burglary, larceny, or shoplifting offenses must be arrested and removed from our country. 
I also reintroduced my Extending Limits of U.S. Customs Waters Act to support CBP’s efforts to keep our nation safe and stop the flow of illegal drugs coming into our country, and my Stop Human Trafficking of Migrant Children Act to crack down on the human trafficking of unaccompanied migrant children over our border. Additionally, I joined Senator Ted Cruz and colleagues in introducing Kate’s Law to keep dangerous criminals off our streets.

I will keep fighting to get these good bills passed as we work closely with President Trump and his administration to secure our border and keep our country safe!

Sens. Rick Scott & Ron Johnson Introduce Bill to Stop Human Trafficking of Migrant Children

Senator Rick Scott and Senator Ron Johnson introduced the Stop Human Trafficking of Unaccompanied Migrant Children Act to crack down on the human trafficking of unaccompanied migrant children through comprehensive vetting procedures of sponsors, regular monitoring and updates on the child’s well-being. Last August, a DHS Inspector General Report revealed that President Biden’s DHS had lost track of more than 320,000 unaccompanied migrant children who crossed the border into the United States, putting these children “at risk of sex trafficking, forced labor and other forms of exploitation.”

Senator Rick Scott said: “It is terrifying to think that over 300,000 young, innocent children have been brought into this nation, potentially forced into unsafe conditions and at risk for human trafficking. As a parent or grandparent, it’s unimaginable to think what might happen to these children, and that former president Joe Biden allowed this to happen by completely dismantling our immigration system and opening our southern border, completely ignoring the consequences or the tolls on human life. Thank God President Trump is in office and has already made incredible strides to secure our border and find the thousands of migrant children unaccounted for and at risk under Joe Biden. Our bill, the Stop Human Trafficking of Unaccompanied Migrant Children Act, will support President Trump’s actions by making critical changes to fix Biden’s broken process and protect innocent children from being trafficked in our nation.”

This bill requires a number of steps to be taken in the pre-release and post-release process when HHS places a UAC with a prospective sponsor:
  • Establishes Comprehensive Vetting Standards: Requires background checks, including fingerprinting, criminal history, and child abuse checks, for all prospective sponsors of unaccompanied migrant children to ensure their safety.
  • Ensures Proper Screening of Adult Household Members: Mandates that all adults in the household of a sponsor undergo the same vetting process as the primary sponsor to prevent unsafe placements.
  • Limits Placements with Illegal Aliens: Prohibits releasing unaccompanied children to sponsors who are unlawfully present in the U.S., unless the sponsor is a biological parent, legal guardian, or relative.
  • Requires Pre- and Post-Release Monitoring: Implements pre-release home visits and a minimum of five unannounced post-release visits within the first year to monitor the child's safety and well-being.
  • Mandates Ongoing Reports and Retroactive Vetting: Requires monthly reports on the status of children placed with sponsors and retroactively vets all past sponsors to ensure compliance with the new standards.

Sen. Rick Scott Joins Sen. Ted Cruz & Colleagues to Introduce Stop Illegal Reentry Act

Senator Rick Scott joined Senator Ted Cruz to introduce the Stop Illegal Reentry Act, also known as Kate’s Law. The bill would amend federal law to impose a mandatory minimum sentence of five years for an illegal alien who has multiple convictions, or a conviction for an aggravated felony. The bill was also co-sponsored by Senators Chuck Grassley, James Lankford, Ted Budd, Pete Ricketts and Jim Justice. Representative Stephanie Bice introduced the companion legislation in the House of Representatives.

Senator Rick Scott said: “It is shocking to think that an illegal alien can repeatedly enter our country, be removed, and subsequently re-enter the country illegally without serious consequences, especially when that illegal alien is convicted of violent crimes. After four years of Joe Biden’s open border and soft-on-crime policies allowing this to happen, it is no wonder families feel unsafe in their everyday lives and overwhelmingly elected President Trump to restore law and order. Kate’s Law will equip federal law enforcement to crack down on and deter repeated illegal border crossers, and will hold violent illegal aliens accountable to stop them from causing harm in our communities.”
BACKGROUND:

The Stop Illegal Reentry Act would increase criminal penalties for certain aliens who illegally reenter the United States after removal or exclusion.
The legislation, colloquially known as Kate’s Law, was named for Kate Steinle, a 32-year-old woman tragically shot and killed by an illegal alien who had several felony convictions and had been deported from the United States five times.
This bill would amend federal law to impose a mandatory minimum sentence of five years for any person who has multiple convictions, or a conviction for an aggravated felony, who enters the country illegally.

Senators Rick Scott and Maggie Hassan Introduce Bipartisan Legislation to Crack Down on Drug and Human Trafficking by Extending U.S. Territorial Waters

Senators Rick Scott and Maggie Hassan reintroduced the bipartisan Extending Limits of U.S. Customs Waters Act to formally expand the U.S. customs waters territory 12 to 24 nautical miles from the baselines of the United States. This will help ensure the U.S. Coast Guard and U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) have the jurisdiction and authority needed to stop drug and human trafficking in U.S. territory and keep families safe.
 
Over Joe Biden’s presidency, Customs and Border Protection reported a record 11 million encounters and seized over 9,000 pounds of fentanyl. With expanded jurisdiction codified into law, AMO, USCG and other federal authorities will be able to better meet this challenge and further prevent these traffickers from reaching our shores. Joining Senators Scott and Hassan are Senators James Lankford and Ruben Gallego.

Senator Rick Scott said: “Members of our U.S. Coast Guard and U.S. Customs and Border Protection Air and Marine Operations are working day-in and day-out to keep our nation’s shores, beaches and maritime territory safe, conducting critical missions and intercepting dangerous drugs and human traffickers before they reach shore. These agents have faced unprecedented challenges amid President Joe Biden’s open-border crisis, but their work has made a huge difference to stop drugs and dangerous human traffickers from reaching our communities. Along with President Trump’s actions to secure the border, this bill will help keep our nation safe and stop the flow of illegal drugs coming into our country by permanently expanding the jurisdiction and authority of our Coast Guard, CBP and others in our maritime territory. I urge my colleagues to support this important, bipartisan bill.”

The Extending Limits of U.S. Customs Waters Act:
  • Would formally extend the law enforcement authorities of CBP AMO and codify the U.S. Coast Guard maritime authority in U.S. Customs Waters from 12 nautical miles to 24 nautical miles.
  • Would update a number of existing laws, and codify the 1999 Presidential Proclamation 7219—The Contiguous Zone of the United States, which formally established the United States’ contiguous zone from the 12 nautical mile limit of the U.S. Customs Waters to 24 nautical miles. By extending jurisdiction into the near shore waters and doubling the area of operation, AMO, USCG, and other federal authorities can properly enforce U.S. customs, fiscal and sanitary laws at sea.

Sen. Rick Scott: DHS Secretary Nominee Kristi Noem Will Secure the Border and Put Americans First

Senator Rick Scott expressed his full support for President Trump’s nominee for Secretary of the U.S. Department of Homeland Security, Governor Kristi Noem, during her confirmation hearing in the Homeland Security and Governmental Affairs Committee. In response to Senator Scott’s questions, Noem made clear that she will do everything she can to secure the border on day one, keep Americans safe, rebuild trust in the federal government and deliver on President Trump’s America-first policies.
