Veterans Memorial Park Amphitheatre Project Begins Soon!
Get ready, Stuart! The long-anticipated Veterans Memorial Park Phase-4 Amphitheatre Project is officially set to break ground the week of March 3, 2025, bringing a brand-new outdoor performance space to the heart of our community. Construction is expected to wrap up by March 2, 2026, paving the way for incredible live entertainment and events!
Located at the southwest corner of S.E. Ocean Boulevard and S.E. Georgia Avenue (next to Stuart Middle School), the amphitheater will feature:
- A covered stage for concerts, performances, and community events
- Spacious lawn seating for a relaxed, open-air experience
- A green room for performers
- A grand entry monument and plaza area
- Brick paver walkways and upgraded park amenities
Infrastructure improvements will include access roads, driveways, and utilities such as water, sewer, power, drainage, and irrigation—ensuring a top-tier venue for years to come.
This $2.7 million project, partially funded by the American Rescue Plan Act (ARPA), marks a significant investment in the City of Stuart’s cultural and recreational future.
Heads up! Expect occasional sidewalk closures on S.E. Ocean Boulevard during construction.
McTeague Construction Co., Inc. has been selected as the project contractor, and progress updates will be available on the Capital Improvements Project Dashboard at www.stuartfl.gov.

Are You Following the Two-Day-a-Week Watering Schedule?
Did you know there’s a year-round landscape irrigation rule in South Florida? This rule helps conserve water and applies to all irrigation sources—including utility water, wells, lakes, ponds, and canals.
FACT: More than 50% of the water used by South Florida residents in urban areas goes toward landscape irrigation.
Watering Schedule for City of Stuart Residents
According to City Ordinance #2202-10, residents and businesses in the City of Stuart must follow a two-day-per-week irrigation schedule:
- Odd-numbered street addresses: Wednesdays and/or Saturdays before 10 a.m. and/or after 4 p.m.
- Even-numbered street addresses, properties without street addresses, and multi-family units: Thursdays and/or Sundays before 10 a.m. and/or after 4 p.m.
Exceptions & Special Cases
- Low-volume irrigation (drip systems, rain barrels, container watering, or hand-watering with an automatic shut-off nozzle) is allowed anytime.
- Irrigation system maintenance/testing is allowed once per week for up to 10 minutes per zone, but an attendant must be on-site.
- New lawns and landscaping may receive additional watering for up to 90 days (view details HERE) or call (772) 600-1206).
Penalties for Violations
Non-compliance could result in fines:
- First violation: $25
- Second violation: $50
- Third and subsequent violations: $100

RESOLUTION No. 16-2025; A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA, AUTHORIZING A CONTRIBUTION OF AID TO THE BUSINESS DEVELOPMENT BOARD OF MARTIN COUNTY INC. FOR THE 2025 FISCAL YEAR IN THE AMOUNT OF UP TO TWENTY-FIVE THOUSAND DOLLARS FOR PROGRAMS AND INITIATIVES SERVICING BUSINESSES AND RESIDENTS OF THE CITY OF STUART, SUBJECT TO THE PROVISIONS OF THE CONTRIBUTION OF AID AGREEMENT; PROVIDING FOR AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
The past history of funding contributions to the Martin County Business Development Board and the deliverables received in exchange were discussed. Commissioner Eula Clarke moved to give the Business Development Board $10,000 and if more is needed to bring back a plan of how funds will be used. A second motion to approve was not received. Motion failed.
11. FIND WATERWAY ASSISTANCE PROGRAM GRANT FOR COURTESY DOCK AND WAVE ATTENUATOR (RC):
RESOLUTION No. 17-2025; A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA, AUTHORIZING THE CITY OF STUART TO SUBMIT AN APPLICATION FOR A FLORIDA INLAND NAVIGATION DISTRICT WATERWAY ASSISTANCE PROGRAM GRANT FOR A COURTESY DOCK AND WAVE ATTENUATOR; AND AUTHORIZING EXECUTION OF A GRANT AGREEMENT IF AWARDED; AND FURTHER AUTHORIZING ANY MINOR AMENDMENTS TO THE GRANT AGREEMENT TO FACILITATE THE PROGRAM AS APPROPRIATE; PROVIDING AN EFFECTIVE DATE, AND FOR OTHER PURPOSES.
Commissioners asked for clarification on proposed grant funds and projects. After discussion, Vice Mayor Christopher Collins moved approval; motion seconded by Commissioner Eula Clarke. Resolution passed 5-0.
12. MOU WITH BROWARD SHERIFF'S OFFICE/SOUTH FLORIDA INTERNET CRIMES AGAINST CHILDREN OPERATION TASK FORCE (RC):
RESOLUTION No. 19-2025; A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA AUTHORIZING THE CHIEF OF THE STUART POLICE DEPARTMENT TO ENTER INTO A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE BROWARD COUNTY SHERIFF’S OFFICE/SOUTH FLORIDA INTERNET CRIMES AGAINST CHILDREN (ICAC) OPERATIONAL TASK FORCE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.

Commissioners requested clarification on the amendment. City Manager Mortell explained that the city collects road impact fees for all developments in the city for the County. Several years ago, legislators passed a ruling stating impact fees collected in the city would be used for projects within the city. As a result, the County is giving the City the funds for the traffic light and a budget amendment is needed to accept the funds from the County. Commissioner Sean Reed motioned approval of the resolution; Commissioner Laura Giobbi seconded the motion. Motion carried 5-0.

RESOLUTION No. 30-2025; A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA, AUTHORIZING CITY STAFF TO SCHEDULE THE INITIAL CONFLICT ASSESSMENT MEETING WITH MARTIN COUNTY PURSUANT TO THE FLORIDA GOVERNMENTAL CONFLICT RESOLUTION ACT, FLORIDA STATUTES §§ 164.101-164.1065; AUTHORIZING THE CITY MANAGER, CITY ATTORNEY AND OTHER DESIGNATED REPRESENTATIVE TO ATTEND THE INITIAL CONFLICT ASSESSMENT MEETING; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
Commissioner Giobbi motioned to appoint Vice Mayor Christopher Collins to be the Commissioners representative at the Conflict Resolution Meeting, with a meeting date of April 5; Vice Mayor Collins seconded the motion. ORDINANCE No. 2537-2025; AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA, AMENDING THE CITY’S OFFICIAL ZONING MAP TO REZONE A 0.33-ACRE PARCEL WHICH IS LOCATED AT 255 SW 6TH STREET FROM THE URBAN WATERFRONT ZONING DESIGNATION TO THE URBAN HIGHWAY ZONING DESIGNATION; PROVIDING DIRECTIONS TO THE CITY CLERK; PROVIDING FOR REPEAL OF ALL ORDINANCES IN CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE, AND FOR OTHER PURPOSES.
Commissioner Clarke moved approval. A presentation by City staff and the developer followed with discussion by commissioners. A second motion to approve was not received. Vice Mayor Collins made a motion to deny the amendment for rezoning; Commissioner Reed seconded the motion. Motion carried 3-2, with Commissioner Clarke and Mayor Rich dissenting.
20. REPEAL OF ARTICLE IX, EXPANDED POLYSTYRENE AND PLASTICS REGULATION (RC):
