As a reminder, the Brevard County Legislative Delegation will be meeting on Wednesday, January 29th at 3:30 p.m. in Cocoa City Hall (65 Stone Street, Cocoa). Speakers must register by Wednesday, January 22nd at 5:00 p.m. in order to address the delegation in public comment. To register as a speaker, please contact Representative Sirois' office at (321) 449-5111.
Our office is still accepting applications for sponsorship for the House Page and Messenger programs for the 2025 legislative session, if you are interested in those programs, reach out as soon as possible.

Applications Open for FWC's Atlantic Red Snapper Permit
The National Oceanic and Atmospheric Administration granted the Florida Fish and Wildlife Conservation Commission exempted fishing permits (EFP) to conduct three unique studies of Atlantic Red Snapper. These studies will enable the agency to collaborate with anglers, test innovative ways to reduce red snapper discards, increase harvest opportunities and improve angler satisfaction.
EFPs are permits that allow harvesting for specific purposes that are otherwise prohibited under current federal regulations. To prevent overfishing, the Atlantic Red Snapper seasons has been increasingly limited over the last few years, so this is a unique opportunity for anglers to catch the species.
Applications are currently open to anglers who would like to participate in the study. The application window opened on Friday, January 3rd and will close on Monday, January 13th.

Attorney General Ashley Moody Cracks Down on Cyber Crime
In the last three months, the Attorney General's office has shut down six Cyber Crime Schemes. Three of these schemes targeted elderly Floridians and the other three were cases of identity theft. In a press release, the Attorney General warned that these types of crimes are becoming increasingly more common, Floridians must stay vigilant to avoid falling victim.
Attorney General Ashley Moody stated "As technology evolves, so do the tactics of scammers, but my office is constantly working to protect Floridians and hold these cybercriminals accountable.”

Governor and Cabinet Approve $317 Million for Conservation
At the last cabinet meeting of 2024, Governor Ron DeSantis and his cabinet approved $317 million for natural resources conservation. The Cabinet consists of Attorney General Ashley Moody, Commissioner of Agriculture and Consumer Services Wilton Simpson, and Chief Financial Officer Jimmy Patronis.
The Florida Forever Program was approved for $111 million to secure 24,113 acres of critical lands, including seven key acquisitions that will connect vital conservation areas, with five located within the Florida Wildlife Corridor. Two of the acquisitions expand existing state parks, and one will create a new state park in Northwest Florida.
$206 million was approved to preserve over 62,000 acres of Florida farms and ranches through the Florida Department of Agriculture and Consumer Services’ Rural and Family Lands Protection Program.

State Agency Highlights- 2024 |

Under the leadership of Governor Ron DeSantis and our Florida Legislators, Florida continues to be a Free State with a Blueprint that has proven to be successful.
Several of our state agencies have shared press releases outlining their major accomplishments throughout 2024.
Below, we've highlighted some of the most impactful points from each agency, along with links to their full press releases.
Florida Department of Health
The Department of Health has implemented historic innovative strategies and continued support of successful initiatives that strengthen the overall health and wellbeing of Floridians.
State Surgeon General Dr. Joseph A. Ladopo commented "Investments into Florida's public health by Governor Ron DeSantis and the Florida Legislature have supported the strengthening of Florida's health care workforce and infrastructure, improved critical public health programs and services, and championed a science-based, common-sense approach to health for all Floridians."
The Department of Health's notable achievements from 2024 include:
- The Cancer Connect Collaborative developed a comprehensive long-range plan for the Casey DeSantis Cancer Research Program, incorporating input from cancer centers, research institutions, hospitals, and medical providers.
- Participated in over 600 missions during the 2024 hurricane season, as part of the State Emergency Response Team. Missions included patient movement, staffing at special needs shelters, county health department staff augmentation, oxygen and other special needs shelter equipment and supplies, and more.
- The Child Care Food Program reimbursed childcare providers for serving over 146,000,000 meals to children in participating childcare centers, family day care homes, afterschool sites, and homeless shelters. Approximately 295,000 Florida children received meals each day through the program.

Florida Department of Commerce
In 2024, FloridaCommerce championed the state's economic development vision through continuous partnership local economic development organizations, active outreach to Florida's business community, and collaboration with other state agencies and private sector partners.
Florida Secretary of Commerce J. Alex Kelly commented "In 2024, FloridaCommerce remained committed to the four pillars of investment including workforce readiness, site readiness, financial readiness and housing readiness. These four pillars allow us as an agency to provide the tools and resources that allow Florida's economy to thrive."
The Department of Commerce's notable achievements from 2024 include:
- Approved more than $88 million in emergency bridge loans through the Emergency Bridge Loan Program to small businesses impacted by the 2024 hurricane season.
- Assisted 73% of Hope Florida participants with employment barriers in finding a job through their network of Hope Navigators at career centers and the Employ Florida system.
- SelectFlorida organized two international trade missions (Italy and Ireland), resulting in improved bilateral trade and foreign direct investment between Florida and the countries visited.
- Disbursed more than $202.3 million in approved loans and investments to Florida small businesses through the State Small Business Credit Initiative, creating more than 750 jobs, with 530 of those retained.

Florida Department of Environmental Protection
The Department of Environmental Protection remains dedicated to advancing Everglades restoration, prioritizing clean water, conserving natural resources and habitat and investing in flood prevention measures for all of Florida's coastal and inland communities.
DEP Secretary Alexis A. Lambert commented "DEP has been able to initiate and accelerate transformative projects that will have a lasting impact on Florida's environmental and economic future."
The Department of Environmental Protection's notable achievements from 2024 include:
- Celebrated the completion of four Florida Forever projects within the Florida Wildlife Corridor – Natural Bridge Creek, Natural Bridge Timberlands, Wolfe Creek Forest and Yarborough Ranch – permanently conserving over 22,000 acres of pristine land, including natural springs, upland pine forests and blackwater streams.
- The Florida Park Service is the only four-time winner of the Gold Medal honoring the nation’s best park system. This past fiscal year, Florida’s 175 state parks welcomed over 30 million visitors, generating an economic impact of over $3.7 billion.

Florida Department of Education
The Florida Department of Education continues to prioritize students, expand opportunities, and empower educators. From workforce education and teacher quality to school safety and academic progress, Florida remains steadfast in delivering a world-class education system.
Florida Commissioner of Education Manny Diaz Jr. commented "This year's achievements reflect our commitment to Florida's students by upholding parental rights, focusing on fundamental education, and equipping students with the tools they need to succeed. The Department of Education's notable achievements from 2024 include:
- Adopted new campus safety rules, requiring locked gates and classrooms, annual inspections, and unannounced compliance checks to enhance security measures.
- Florida experienced record-breaking Career and Technical Education (CTE) enrollments, including over 800,000 K-12 CTE students, 480,000 postsecondary CTE students.
- Florida was ranked first in Education by U.S. News & World Report for the second consecutive year, ranked first for Higher Education by U.S. News & World Report for the 8th consecutive year, and ranked first in Education Freedom by the Heritage Foundation for the third consecutive year.

Florida Fish and Wildlife Conservation Commission
Florida solidifies its reputation as a national leader in conservation and outdoor recreation. Recognized for its world-class fishing, hunting and outdoor experiences, the state has made preserving its natural resources a top priority, ensuring they remain accessible for future generations.
Florida Fish and Wildlife Conservation Commission Executive Director Roger Young commented "We are thankful for Governor DeSantis and the Florida Legislature for their unwavering commitment to safeguarding our state's natural resources and environment. The Fish and Wildlife Conservation Commission's notable achievements from 2024 include:
- Removed 195 Burmese pythons from the Everglades ecosystem through the 2024 Florida Python Challenge. This challenge resulted in increased awareness both nationally and internationally about invasive species and the threats they pose to Florida’s ecology.
- Expanded and enhanced its network of acute care facilities for the treatment of injured and distressed manatees. Completed 116 manatee rescues, 11 of which were in Brevard County.

Nonprofit Organization Highlight |

Serene Harbor
This week, we are proud to highlight Serene Harbor as our nonprofit of the week. Serene Harbor was founded in 1992 by a group of Brevard County residents who came together with a mission of improving the quality of life for the survivors of domestic violence. The organization's vision is a community that is educated about, and welcoming to, survivors of domestic violence and their needs.
Serene Harbor operates an emergency shelter, with accommodations for up to 20 individuals, and a 24/7 confidential hotline. For the safety of the victims, the location of Serene Harbor's shelter is not disclosed to the public. They also provide counseling services, transportation, relocation assistance, support groups, legal advocacy, outreach programs, referrals, and assistance programs for survivors of domestic violence.
In 2023, Serene Harbor assisted 250 individuals through their outreach services and provided 7,436 nights of safe housing to adult survivors and their children. In addition, they provided assistance which allowed over 600 children to remain in the custody of their non-offending parent. The organization also retains an attorney who filed hundreds of injunctions in 2023 to protect Serene Harbor's clients.
Ms. Beverly DeMeyer has worked with Serene Harbor for the past 15 years, and currently serves as the President and CEO. Ms. DeMeyer says "It's not enough to simply provide immediate safety for those in danger; we must also ensure they have the tools and resources to build a life of self-sufficiency after leaving an abusive situation."
To help survivors grow into that life of self-sufficiency, the organization operates four Serene Harbor Empowerment (S.H.E.) programs focused on helping survivors obtain employment, education, housing, and mentoring.

Scholarships Available for Technical Education Program Offered by Eastern Florida State College
The Space Coast Economic Development Council (EDC), led by President and CEO Linda Weatherman, is offering scholarships to cover the cost for Brevard residents to attend the Certified Production Technician (CPT) program at Eastern Florida State College.
The EDC's website states "The demand for skilled workers in manufacturing is on the rise nationally, and within Brevard County. However, the supply of talent entering the manufacturing sectors is decreasing, as interest in a manufacturing career is on the decline." The website goes on to highlight that the manufacturing industry is a growing, secure, and well-paid career field that residents should consider.
The Eastern Florida State College CPT Program is a 10 week course designed to equip individuals with the skills and certifications needed to thrive in the high-demand manufacturing sector. Assistance in finding related employment may be provided to those who finish the course.

Congressman Bill Posey Retires; Mike Haridopolos Sworn Into Office in the 119th United States Congress
On Friday, January 3rd, Congressman Mike Haridopolos was sworn into office representing Florida's 8th Congressional District in the 119th United States Congress. The 8th Congressional District encompasses all of Brevard and Indian River Counties.
Congressman Bill Posey, who represented Florida's 8th Congressional District since 2009, retired after a very successful career in Congress. Congressman Posey was a dedicated public servant who put the people of his district first.
Congressman Posey was instrumental in the success of America's Mission in Space, the improvement of water quality in the Indian River Lagoon, and the protection of our Veterans and the benefits they so rightfully deserve.

Ballard Park Buffer Gardens Dedication
The Surfrider Foundation will be hosting a Ribbon Cutting and Dedication ceremony on Saturday, January 11th at 10:00 a.m. for the two new buffer gardens at Ballard Park (924 Thomas Barbour Dr, Melbourne). Attendees will be invited to learn more about how Ocean Friendly Gardens protect our watersheds and oceans.

Eau Gallie Civic Center Rummage Sale
The City of Melbourne will host an indoor rummage sale on Saturday, January 11th from 8:00 a.m. to 1:00 p.m. at the Eau Gallie Civic Center (1551 Highland Avenue, Melbourne).
The rummage sale will feature dozens of vendors selling a wide variety of new, “gently used,” and unique goods. Admission to browse at the rummage sale is free.

Merritt Island NWR Trash Bash
The Merritt Island National Wildlife Refuge is hosting a Trash Bash cleanup on Saturday, January 11th from 8:00 a.m. to noon. Volunteers are asked to meet at the west entrance to the refuge on Route 406. Clean-up locations will be assigned at check-in. Trash pick-up supplies will be provided.

Love our Lagoon Celebration
The Marine Resources Council is hosting their annual Love Our Lagoon Celebration fundraiser on Friday, February 7th at 1:00 p.m. at the Hilton Melbourne Beach Oceanfront (3003 N Hwy A1A, Melbourne).
This event will be an indoor garden party and will consist of a silent auction, a short program with updates from Executive Director Dr. Laura Wilson, and the induction of the next Legend of the Indian River Lagoon.

Fight Child Hunger 5k Run/Walk
Health First is sponsoring their annual Fight Child Hunger 5k Run/Walk on Saturday, January 11th at 8:00 a.m. The race will take place at Viera High School (6103 Stadium Parkway, Melbourne).
The race will raise money for the Children’s Hunger Project and the Sharing Center of Central Brevard. Registration for the race costs $25 and all participants will receive a finishers medal and a pancake breakfast after the race.
