East Riverside Neighborhood Clean-Up
Tomorrow, Saturday, Nov. 19, 2022


East Riverside residents, your Neighborhood Cleanup is tomorrow, Saturday, Nov. 19, from 8 a.m. to 11 a.m.!

Bulk items will be collected at the curb, such as appliances, furniture, miscellaneous trash, and yard waste.       

Household hazardous waste, such as paints, oils, and cleaners, may be dropped off for proper disposal to the Martin County HazMobile, which will be conveniently located in the empty lot at Oriole Avenue and riverside Drive. Electronic Waste (E-Waste) will also be accepted at this temporary location or can be dropped off at the permanent E-Waste collection receptacle on Georgia Avenue.

City Dock Remains Open


Hurricane Nicole did damage a section of the boardwalk behind City Hall, which is temporarily closed due to storm damage, but the City of Stuart floating docks are open and ready for our boaters. Please help us share the news!

City of Stuart Phone Migration
Tues., Nov. 22, 5 p.m.


The City of Stuart phone system will be migrating over to a virtual environment on Tuesday, Nov. 22, 2022, beginning at 5 p.m. The migration is expected to take no more than 2 hours. During this period, all telephone lines into the City of Stuart offices, with the exception of the 9-1-1 system, will be down.

Thank you in advance for your patience during this technology upgrade.
 

November Holiday Observances/Sanitation Collection Schedule


Thanksgiving, Thursday, November 24 and Friday, November 25, all City offices will be closed in observance of Thanksgiving. GARBAGE CARTS: Thursday's carts will be serviced on Friday; Friday's carts will be serviced on Saturday. RECYCLE: Thursday's carts will be picked up on Friday; Friday's carts will be picked up on Saturday. BULK TRASH: Thursday's bulk route will be collected on Friday.

Fun for the whole family....Santa will be there for the kids, live holiday music will set a festive mood, enjoy performances by Florida Arts & Dance Academy and South Florida Dance Company, get your face painted, enjoy arts and crafts, food, including cookies and hot chocolate, and adult libations!

Cooking with the Cops


With a little instruction, the East Stuart Youth Initiative kindergarteners prepared their own pizzas this week. Their huge smiles were a good indication that they were pleased with their results, and we can't tell who is more excited that "Cooking with the Cops" is back--our officers or the kids!

City of Stuart Commission meetings are conducted in the City Hall Chambers and are streamed live. (View HERE). City Hall Chambers are open to the public during the meetings. 

(1) PROCLAMATIONS:(1) Hospice and Palliative Care Month - November 2022. Craig Perry, Community Outreach, and April Price, Vice President of Clinical Service, both from Treasure Coast Hospice accepted the proclamation. (2) 22nd Annual Bible Reading Marathon - November 11-15, 2022.  Donna Hilton and Dr. Julie Thoronson accepted the proclamation. (3) World Prematurity Day - November 17, 2022. (4) Small Business Saturday - November 26, 2022. (5) World Aids Day - December 1, 2022. Ricardo Jackson from Campbell Health Solutions, Inc. accepted the proclamation.


(2) PRESENTATIONS
  • Service Awards. Service Awards were presented to (1) Matthew Clough, Fire Rescue for 10 years of service; (2) Deborah Carrasco, Code Enforcement for 5 years of service.
(3) CONSENT AGENDA
  • Approval of 10/24/2022 City Commission Minutes and 11/02/2022 Special Commission Meeting Zoning in Progress Minutes
  • RESOLUTION No. 99-2022 - Easement agreement between the City of Stuart and the Florida East Coast Railway.
  • RESOLUTION No. 100-2022 - Amending the City of Stuart of Fiscal Policy
  • RESOLUTION No. 101-2022 - Approving the procurement policy and purchasing card policy for the City.
  • RESOLUTION No. 107-2022 - Resolution authorizing the Mayor and City Clerk to execute a three (3) year 50% matching public transportation grant agreement with the Florida Department of Transportation for Tram purchase of one vehicle and related equipment.
  • RESOLUTION No. 108-2022 - Resolution authorizing the Mayor and City Clerk to execute a three (3) year 50% matching public transportation grant agreement with the Florida Department of Transportation for funding of the operation of transit service expansion. 
  • RESOLUTION No. 110-2022 - Resolution requesting authorization to negotiate for RFQL #2022-400; Professional Engineering Services to the six most qualified firms.
  • RESOLUTION No. 115-2022 - Resolution authorizing the City Attorney to take steps necessary to secure Code Enforcement Lein and file claim to surplus proceeds from tax deed sale, if any, with the Martin County Clerk of Circuit Court and Comptroller.
MOTION OF ALL CONSENT ITEMS ABOVE: Approve. MOVED BY: Commissioner Rich. SECONDED BY: Commissioner Bruner.

(4) COMMISSION ACTION
  • Item 15. RESOLUTION No. 106-2022: A Resolution of the City Commission authorizing a thirty-six (36) month absolute triple net - unsubordinated lease agreement renewal between the City of Stuart and Stuart Main Street Association, Inc. for the Flagler Center, located at 121 SW Flagler Avenue. MOTION: First Motion made by Commissioner Bruner, seconded by Mayor McDonald. Motion approved 3/1, Commissioner Collins dissenting.
  • Item 16. RESOLUTION No. 112-2022: A Resolution approving a road closure for the 49th annual Stuart Boat Show from Tuesday, Jan 10, 5 a.m. through Monday, Jan 16 at 5 p.m., 2023, along NW Dixie Highway (formerly SR 707) from Alban Avenue south of the Old Roosevelt Bridge to Fern Street at the FEC RR Crossing, north of the St. Lucie River Draw Bridge, subject to Florida Department of Transportation approval. MOTION: Condition of approval to move road closure signage closer to Sailfish Circle. First motion made by Commissioner Collins, seconded by Commissioner Bruner. Motion approved 4/0.
  • Item 17. RESOLUTION No. 105-2022: A Resolution accepting the consultant study of updated impact fee options as contracted. MOTION: First motion by Commissioner Collins, seconded by Commissioner Bruner. Motion approved 4/0.
  • Item 18. RESOLUTION No. 109-2022: A Resolution adopting the Martin MPO Vision Zero Plan to eliminate all traffic related fatalities and serious injuries. MOTION: First motion by Commissioner Collins, seconded by Commissioner Bruner. Motion approved 4/0.
(5)  ORDINANCE SECOND READING
  • Item 19. ORDINANCE No. 2504-2022: Major Amendment to the Johnson Honda CPUD. MOTION: First motion by Commissioner Collins, seconded by Commissioner Bruner. Motion approved 4/0.
  • Item 20. ORDINANCE No. 2505-2022: Major Amendment to the Wallace Volvo PUDMOTION: First motion by Commissioner Bruner, seconded by Commissioner Rich. Motion approved 4/0.
  • Item 21. RESOLUTION No. 73-2022: A Resolution considering a major urban code conditional use approval to Justin Phillips for the property located at 400 SW 7th Street, consisting of approximately 1.62 acres, to allow the use of kennels for Dogsworld. MOTION: No motion made.
  • Item 22. ORDINANCE No. 2506-2022: An ordinance amending the City's Official Zoning Map to rezone a 1.780-acre parcel located at 3473 NW Green River Parkway from Commercial Planned Unit Development (CPUD) to Public, developing the site for a new fire station. MOTION: First motion by Commissioner Collins, seconded by Commissioner Bruner. Motion approved 4/0.
