CHARACTERISTICS OF THE CLASS
Under general direction of the Department Director or designee, incumbent performs a variety of routine and fairly complex tasks of a technical nature. Participates in the plan review process, coordinating with public and private sector entities associated with the daily operation of the Development Department. Responsibilities include current and comprehensive planning assignments. Work is reviewed through accurate and completed timely written reports adhering to established policies and procedures.
EXAMPLES OF ESSENTIAL FUNCTIONS
1. Administers the City’s Land Development Code and Comprehensive Plan Policies, providing advice to the
general public, developers, engineers, contractors and City Departments.
2. Assists in the review and processing of site plans, zoning changes, future land use amendments, subdivisions,
variances and other planning related development applications.
3. Prepares materials for special City planning projects
4. Participates in the preparation of agenda items relative to City Development issues.
5. Provides assistance in the drafting and implementation of the comprehensive plan.
6. Assists in development department’s annexation of property duties.

7. Provides assistance in presenting planning projects to committees, agencies, boards and commissions.
8. Preliminary drafting of new and revised policies and procedures related to planning, zoning and inspections.
9. Analyze and provide pre-application review of land use petitions and requests.
10. Interfaces with the public regarding but not limited to site plans, zoning, ordinances, codes and regulations.
11. Provides information to the general public and contractors regarding existing and future planning projects.

A. Training and Experience: Bachelor’s Degree from an accredited college or university in planning, public administration, geography, or related field. Minimum 2 years’ experience in planning, urban design, or related field preferred. Experience in review or site design of development projects; land development regulation review and interpretation for a government agency preferred; knowledge of Excel, PowerPoint, WordPerfect/Word, GIS and AutoCAD a plus. Master’s Degree in Urban Planning may substitute for 1 year experience. Possession of a valid Florida Driver’s License is required.
B. Knowledge, Abilities, and Skills:
Knowledge of the principles and practices of current urban planning.
Knowledge in environmental and economic planning.
Knowledge of urban codes and ordinances.
Knowledge of land use laws and development regulations.

Ability  to  read,  comprehend  and  interpret  technical  plan documents.
Ability to work in an office and outside field environment. Ability to work independently and in a team capacity.
Ability to communicate effectively in writing and orally.
Ability  to  deal  with  the  public,  contractors  and  agents appropriately.
Ability   to   prepare   accurate,   concise   and   timely documentation relative to department
projects.
Skillful  in  computer  programs  regarding  department  needs including Word and Excel.
Skillful in the use of modern office equipment.
Skilled  in  the  operation  of  motorized  vehicles  under adverse conditions.

C.   Physical Requirements:

Task  is  essentially  sedentary  with  occasional  walking, standing, and bending; frequent light to moderate lifting (30 pounds); standard dexterity in the use of finger, limbs or body in the operation of office or shop equipment.  Task may involve extended periods of time at a keyboard.

D.   Environmental Requirements:

Task  is  regularly  performed  without  exposure  to  adverse environmental conditions.

E.   Sensory Requirements:
Task requires visual and depth perception and discrimination.
Task requires oral communications ability.
Task requires sound perception and discrimination.
Task requires color discrimination.
