GEOGRAPHIC INFORMATION SYSTEMS (GIS) COORDINATOR

CHARACTERISTICS OF THE CLASS:
Under the general supervision of the Development Department Director, performs highly complex and specialized work involving the City’s GIS program. Responsible for database development, database enhancement, data transfer and usage standards and procedures. Works with all City departments gathering software system requirements, developing functional specification and developing applicable GIS applications. An employee in this classification solves a variety of complex problems in the absence of technical guidelines or precedents, composes moderately complex documentation of a routine nature, and interviews or discusses detailed information. Assists all City Departments with GIS requests, such as preparing maps, plans, charts, graphic and illustrative materials and performing technical planning work such as studies, surveys and analysis of data.
EXAMPLES OF ESSENTIAL FUNCTIONS:
1. Develops and maintains web, desktop, and server side software applications with mapping capability using a variety of development tools and programming languages, including Esri technologies.
2. Writes quality code in a variety of languages, libraries, and environments including JavaScript, .NET, html, python, css, Esri JavaScript API (ArcGIS Server REST API), Structured Query Language (SQL).
3. Creates scripts and tools for automating tasks and workflows for GIS software.
4. Manages the City’s enterprise GIS database and specific GIS solutions.
5. Leads collaborative efforts to implement map-based solutions.

6. Leads efforts to establishing requirements and specification for software, formulating project plans, managing timelines for implementation, and providing project updates.
7. Designs and implements map-based solutions and interfaces,
many of which may be interactive solutions built using web
technologies.
8. Implements configurable Esri applications and solution
templates.
9. Creates and updates Esri web services.
10. Manages server side software such as configuration changes in
SQL Server, setting SQL Server user permissions, and working
with ArcGIS Online, ArcGIS Portal and its extensions.
11. Provides ongoing software support to users of GIS software in
City departments, including formal and informal training, and
also to include software installation and responding to
technical support issues.
12. Administers on premise and off-premise installed software and
websites.
13. Manages websites, troubleshoots and debugs systems and
applications problems.
14. Designs, implements, and updates the topology of servers and
database servers for use in the ArcGIS Enterprise environment.
15. Manages servers including applying patches to GIS and related
software.
16. Performs related work as required.

REQUIREMENTS
A. Training and Experience:
Bachelor's Degree and three (3) years’ experience in data
processing/computer graphics/GIS; or Associate Degree or
technical diploma or certification in Information Technology
Surveying, Engineering, Cartography, Computer Science or
related field and five (5) years of experience as described
above or; six (6) years of experience in data
processing/computer graphics/GIS that includes responsible
experience and principal assignments to support an organization’s GIS operations; or an equivalent combination of education, training and/or experience.
Must be experienced with development tools ESRI ArcGIS (Desktop, Online, Pro, and Server), Microsoft (SQL Server, and SharePoint) and Google Earth (KML and KMZ files).
Possession of a valid Florida Driver License as required for the position.
B. Knowledge, Abilities and Skills:
Strong knowledge of Microsoft SQL Server, SQL, and stored procedures.
Knowledge of computer applications such as CADD, GIS, or current related software.
Knowledge of ArcGIS Desktop 10.x / ArcPro / ArcPortal / ArcServer or ability to learn.
Knowledge of GIS software (including ArcGIS Online, ArcGIS Modelbuilder, Google Earth, Pictometry, etc) or ability to learn.
Knowledge of Civic Plus, Tyler Eden, OSSI/Sunguard, Laserfiche and Sharepoint software programs or ability to learn.
Knowledge of and proficiency in the use of computers, operating systems, and digitizers and plotters.
Some knowledge of the objectives, principles and techniques of city/urban planning
Ability to understand planning and zoning concepts and requirements, and to customize GIS products to meet City needs
Ability to communicate effectively, maintain good working relationships, exercise initiative and sound judgment in making decisions
Ability to respond and report to duty during emergency response conditions.
Ability to handle sensitive information with discretion.
Strong communication skills - presentation, documentation and verbal.
C. Physical Requirements:
Task is essentially sedentary with occasional walking, standing, and bending; frequent light to moderate lifting (30 pounds); standard dexterity in the use of finger, limbs or body in the operation of office or shop equipment. Task may involve extended periods of time at a keyboard.
D. Environmental Requirements:
Task is regularly performed without exposure to adverse environmental conditions.
